Saudi Arabia – SABER Certification

For exports to Saudi Arabia, regulation is determined according to the HS Code of your products. After this determination, the conformity assessment process is carried out according to SASO requirements. This conformity assessment process is carried out through the systems of importers in the Kingdom of Saudi Arabia via the Saber portal.

As CERTPLUS, we serve you in the conformity assessment and SABER system registration stages of your products.
The system proceeds as follows:
1- Application: You can apply directly to CERTPLUS via RFC or directly via the SABER portal.
2- Determining the regulation of the products according to their GTIP numbers and determining the conformity assessment process according to the regulation. (such as Type 1 a, Type 3 or Type 5)
3- Technical evaluation phase of the products according to the regulation requirements. (Label control, Test Report Control, factory inspection if necessary)
4- Taking the certification decision and publishing the PCoC on the SABER portal. This certification is valid for 1 year.
5- Issuance of SCoC (Shipment Certificate) via SABER protal according to the Invoice issued by the exporting company. This certificate is obtained for each installation.
General Requirements:
1- Labels must contain Arabic language.
2- Labels should include brand, model, manufacturer, barcode, origin, product description, content, quantity/size and, if necessary, safety instructions.
3- Test reports must be made by a laboratory with ISO 17025 accreditation in the parameters specified by the regulation of the product and must be valid for at least 1 year.
4- Depending on product regulation, ISO 9001, ISO 14001 or GMP may be requested from companies.
5- Risk Analysis Document (belonging to the product)
6- According to product regulation, the factory audit is based on ISO 9001 and covers the production line.
For some product groups, the requirements and process proceed as follows:
Cosmetic Products: Products must be registered in the SFDA system. The registration process is one-time. After this process, a SASO certificate is issued from the FASEH system. SASO Certificate, on the other hand, is issued specifically for each shipment.
Food Products: Products must be registered in the SFDA system. After the registration process, the Shipment Certificate is issued from the SABER system. Loading Certificates are reissued for registered products on a case-by-case basis.
Lighting Fixtures: IECEE recognition certificate and Energy Efficiency Label must be issued for these products. For these regulations, the products must have a CB Test Report and Certificate for the last 3 years. If your products contain LEDs, they must have a SASO 2902 or SASO 2927 test report according to the product feature and Energy Efficiency Labels must be obtained according to these reports. Energy Efficiency Labels are available in 1 or 3 year options in their registration. After all these processes, the Installation Certificate is issued from the SABER system. Shipment Certificates are reissued for registered products on a case-by-case basis.
Household Appliances - Toys and similar products: G-Mark Certificate must be obtained for these products. For G-Mark requirements, you can review the G-Mark requirements under our Product Certification Services heading. After the G-Mark Certification process, the SABER registration of the products is carried out and these transactions are for 1 year. Afterwards, the Shipment Certificate is issued. Shipment Certificates are reissued for registered products on a case-by-case basis.
Marble-Ceramic – Industrial Kitchen etc. Products: These products require the SASO Quality Mark. For SASO Quality Mark requirements, you can review the SASO Q Mark requirements under our Product Certification Services heading.
Plastic Products Oxo-Biodegradable Certificate must be issued for these products. This process is mandatory for the export of plastic products to Saudi Arabia. A test report showing the Oxo-Biodegradable content of the product and a factory audit based on ISO 9001 are mandatory for this certification service. This certification is for 1 year. After the relevant certification process, the Shipment Certificate is issued. Shipment Certificates are reissued for registered products on a case-by-case basis.
Other Finished Products: you are going to ship a product other than the above-mentioned products, please share the HS Code number of your product with our expert team and have the regulation checked. If the products are within the scope, SABER registration will be made and this registration is valid for 1 year. Afterwards, a Shipment Certificate will be issued. Shipment Certificates are reissued for registered products on a case-by-case basis. If your product is out of scope, it will be sufficient to issue only a Shipment Certificate.
United Arab Emirates – EQM and ECAS Certificate

In exports to the UAE, there are different requirements and regulations according to the type of products. As a result of these requirements, the need for 2 different documents arises. These are ECAS and EQM. In addition, even if all these certifications are not mandatory for your products, you can get these certifications in the UAE to show your quality and have a strong position in the market.
ECAS Certificate is a certification service obtained as a result of a 1-year registration process. A registration process is carried out with the importer in the UAE. It is a service based on the technical inspection of products. Test reports of the products accredited in accordance with GSO standards and made within the last 3 years are sought. The suitability of the labels of the products is evaluated. The main product groups included in this scope are as follows; Low Voltage Electrical Devices,Food Contact Materials,Cosmetics,Perfumes, etc.
EQM Certificate The common and well-known name among the people is the ESMA Certificate, which is also the old name of the MOIAT institution that issues the certificate. Bottled Drinking Water, Soda, Mineral water, milk and dairy products, fruit juices are examples of products subject to this certification. A factory audit is a requirement for EQM Certification. In addition, the technical specifications of the product are examined with the test reports of the products and the conformity of the label of the product is checked.

Morocco – VoC

For exports to Morocco, the Moroccan Government requires Certification for certain product groups. For this, it is very important that you consult our expert team before exporting and have it checked with the HS Code number. The Moroccan Ministry of Industry and Trade (MCI) has established a 'Verification of Conformity (VoC)' program to certify that products imported into Morocco comply with national regulations for product quality and safety. The VoC program has been valid since February 1, 2020.
Certain consumer and industrial products intended for import into Morocco must be tested against local NM standards that are partially compliant with ISO or EN standards. Depending on the regulated product categories (see 'Covered Products' above), a pre-shipment inspection must be carried out in the exporting country or in the territory of Morocco (Destination Inspection). In both cases, the conformity assessment ends with a Certificate of Conformity (CoC), which shows that the products meet the relevant standards and regulations.
Certificate Validity: The Certificate of Conformity is valid only for approved shipment and becomes invalid as soon as the goods are cleared at the Moroccan border point.

Nigeria - SONCAP

For exports to Nigeria, there is an annual registration process of the products and the SONCAP certificate issued for each shipment.
Depending on your product type, product registration is carried out with PC1, PC2 or PC3 certificate.

V-Electrical (including Electrical Installations) and Electronic products,
VI- Mechanical products,
VII- LPG cylinders and accessories for gas and gas stoves,
VIII- Other (Hurricane Lights, Mortise Locks, Nail Hand Tools, Bicycle, Auto spare parts, Shock Absorbers, Fan Belts, Seat Belts, Brake Pads, Spark Plugs...)
Afterwards, the SONCAP certificate is prepared according to the invoice you have issued for export and presented to you.

Egypt - GOEIC registration and CoI

For exports to Egypt, your factory or company must be registered with the GOEIC institution as a priority. During this registration process, your products are registered with the brand that you own or are officially authorized to use.

When you want to send your products to Egypt as a result of the registration process, you must have accredited test reports of your products that meet the Egyptian Standards. Then, a special CoI (Certificate of Inspection) is issued for each shipment.

Tanzania - PVoC

Kenya – PVoC

Kenya Bureau of Standards (KEBS) has introduced certain regulations for exports to Kenya. As a result of these regulations, the Pre-Export Conformity Approval (PvoC) has come into play. A certificate of conformity is mandatory for customs clearance of shipments to Kenya.
It is the responsibility of the supplier or manufacturer to ensure all such compliance.

Kuwait - KUCAS

For shipments to Kuwait, you must meet the requirements of the Kuwait Conformity Assurance Framework (KUCAS).
Before shipments to Kuwait, Technical Inspection Reports (TIR) and Technical Evaluation Reports (TER) of your products must be obtained.
The inspection of the products and the test reports of the relevant legislation form the basis of this certification.

Iraq - CoC

Different certification services are used for Northern and Southern Iraq for shipments to Iraq. Before shipment, you can make an inquiry about whether your product is in scope by specifying the destination city of shipment.
Afterwards, the certification process is carried out with the accredited test reports of the product and the physical inspections of the products.

Algeria - CoC

For shipments to the Algeria country, there is a request for a certificate of conformity with a physical inspection before shipment. This situation is also included in the accredited text in accredited transactions.

Russia – EAC

The country of Russia requires EAC for bonded products. EAC certificate is a certification system that is regulated based on the technical specifications of the product. A one-time service is taken for the products.
