Certificate of Conformity (CoC)
For shipments to Iraq, products must undergo a conformity assessment before being accepted at customs without any issues. To this end, Iraq implements a system that requires both document verification and physical product inspection before shipment. At the end of this process, a specially prepared Certificate of Conformity (CoC) is issued for each shipment.
Products without a CoC may be held at Iraqi border crossings for extended periods and incur high storage fees. Because implementing agencies and process details may vary in Northern and Southern Iraq, shipment planning must be tailored to the region.

Physical Inspection and Certification Steps

Before each shipment, products are visually inspected on-site. Packaging, labeling, product markings, and the integrity of the shipment are checked.

Accredited test reports are required to demonstrate that the products comply with international or Iraqi technical standards.

The commercial invoice, product technical information, and any applicable CE, IEC, or similar certificates are also examined.

If all documents are found to be in compliance and the product passes physical inspection, a CoC document specific to that shipment is prepared.

This document is an official document certifying that the exporter has fulfilled their legal obligations and that the product is suitable for import.

Iraq requires a CoC for numerous product groups: toys, electrical appliances, textiles, building materials, chemicals, household goods, and automotive spare parts, among many others.

The Kurdish Regional Government (KRG) and the southern regions of Iraq may have different approved inspection bodies. Therefore, the destination city of the product must be specified at the first stage of the process.

At Iraqi customs, the CoC document submitted with the shipment is verified through the system. If the document is missing or incorrect, the product will not be accepted.
