SONCAP (PC)
For product exports to Nigeria, conformity assessment is mandatory under the SONCAP (Standards Organization of Nigeria Conformity Assessment Programme), administered by the Standards Organization of Nigeria (SON).
SONCAP ensures that specific product groups to be imported comply with Nigerian technical regulations and international standards. During this process, exporters first register their products with a Product Certificate (PC1, PC2, or PC3), and then complete the process with a SONCAP Certificate specifically issued for each shipment. Without these documents, products cannot clear Nigerian customs.
The program aims to prevent the import of non-compliant and low-quality products, enhance consumer safety, and maintain a stable foreign trade infrastructure.
Certification Process – PC1 / PC2 / PC3 and SONCAP Certificate
The export process consists of two stages:
Product Certificate (PC):
Selected based on the type of product and the frequency of exports:
PC1: For first-time or irregular exporters – product tests are conducted before each shipment.
PC2: For regular exporters – no factory inspection is required; registration is valid for 1 year.
PC3: For accredited manufacturers – annual factory inspection is required; it is most suitable for regular exporters.
The technical file, test reports, and labeling are checked.
A Product Certificate (PC) is issued to products that are deemed suitable.
SONCAP Certificate (SC):
This certificate is prepared for each shipment based on the invoice and bill of lading (BL).
It is mandatory for customs clearance.
Important Note: Without a SONCAP certificate, goods cannot pass through customs and may be subject to delays or rejection.
