What is the SABER Certificate?
Mandatory Certificate of Conformity for Saudi Arabian Exports
SABER Certificate is the official certificate of conformity that companies exporting to Saudi Arabia must obtain in order to import their products into the country. This system, run by SASO (Saudi Arabian Standards Organization), aims to document the conformity of products to technical regulations electronically. The SABER platform digitalizes the approval process at the product and shipment level for both manufacturer/importer companies and authorized certification bodies.
There are two basic documents obtained through the SABER system: Product Certificate of Conformity (PCoC) and Shipment Certificate (Shipment CoC). Exports to Saudi Arabia cannot be made without these documents. It is mandatory to obtain an annual PCoC for each product and a separate Shipment CoC for each shipment.
What is the Difference Between SASO and SABER System?

SASO is the official institution that determines product standards and technical regulations in Saudi Arabia. SABER is the digital compliance platform that SASO launched in 2019 and aims to make imports more efficient and traceable. Thanks to SABER, all products can be tracked, recorded and inspected online. The SABER system offers a faster and more transparent process for both exporters and importers. Companies register their products through SABER and apply for PCoC through an authorized conformity assessment body. At the end of the process, both product and shipping documents are issued electronically.

SABER certificate ensures that products sent to Saudi Arabia are legally and technically accepted. This document, which shows whether your product complies with safety, health, environment and quality criteria, eliminates risks such as delays, rejections or additional costs that may occur at customs. SABER certificate is also a reassuring element for importers. Having conformity certificates for your products increases trust in your brand and makes you stand out in the competition. Especially for companies that regularly export, CoC documents to be obtained before each shipment play a critical role in ensuring commercial continuity.
SABER Certificate Application Process
Step-by-Step Certification – Guided by Certplus
In the first step, the GTIP (HS) code of your product is determined and analyzed to see if it is subject to Saudi Arabian technical regulations. If the product is subject to regulation, it is determined which tests, documents or inspections are required. As Certplus, we carry out this stage on your behalf free of charge and clarify the entire process. Then, your technical documents such as test reports, label samples, and declarations of conformity are checked. If deemed necessary, a factory inspection is carried out according to the product group. If your documents are found appropriate, the PCoC is published. Then, a new SCoC (Shipment Certificate) is obtained for each export shipment according to the invoice information, ensuring the smooth passage of your product through customs.


How to Get SABER Certificate?
First Step of SABER Certification Process
In all final product exports to Saudi Arabia, your products must comply with the technical regulations determined by SASO according to their GTIP (HS) numbers. These technical regulations are prepared in line with product safety, consumer health and environmental criteria. Certplus, as a conformity assessment body authorized by SASO and with ISO 17065 accreditation, evaluates the compliance of your products with the relevant regulations and manages the process completely. You can use two different methods to start a transaction in the SABER system: If you wish, you can select CERTPLUS as the authorized body directly from the SABER platform, or you can contact us by e-mail or phone to start the application process. Our expert team analyzes whether your product falls within the scope of the regulation, determines the necessary documents and tests, and creates your application. When your application is approved, a special certification expert is assigned to you and the PCoC certification process is started.
Technical Review and Compliance Checks
Once your application is approved, the Certplus technical team will examine your product’s compliance with the relevant technical regulations in detail. During this process, your product’s criteria such as safety, functionality and labeling are evaluated according to international standards and the conditions set by SASO. Your technical files are meticulously analyzed and, if necessary, you will be notified of additional tests or corrections. The evaluation process consists of the following sections:

Accredited Test Reports:
Your product must be tested by a laboratory with ISO/IEC 17025 accreditation according to the relevant standard. The validity and suitability of the reports are checked by our experts. -
Product Label Review:
Your labels must comply with SASO regulations and Arabic labeling rules. This inspection is critical to avoid your product being rejected at customs. -
Content Relevance (If Applicable):
Especially in products that come into contact with cosmetics, detergents, toys or food, the content components are examined in detail. Prohibited or restricted substances are checked. -
Factory Audit (If Required):
For certain high-risk product groups, an audit may be required at your production site. Audit planning is organised by Certplus. -
Manufacturer Quality Certificates:
The manufacturer's quality management system documents such as ISO 9001, ISO 14001, GMP may be requested to document the continuity of the product and the control of the production environment.

Product Certificate of Conformity (PCoC) Issuance Process
For products that successfully complete the technical examination and evaluation stages, a Product Certificate of Conformity (PCoC) certificate is issued by Certplus experts. This document officially shows that your product is fully compliant with the relevant SASO technical regulations and is an official conformity document that documents that there is no obstacle to its import to Saudi Arabia. Each PCoC certificate issued is valid only for a specific importer. If the same product is to be sent to a different importer, a new record must be opened and the application process must be repeated. The PCoC certificate is valid for 1 year in the SABER system and there is no need to obtain a new document for the same product - same importer match during this period. However, a separate SCoC (Shipment Certificate) must be issued before each shipment at the shipment level.
📌 Notes: PCoC is a product-based conformity certificate only. A separate SCoC must be issued for each shipment.

For each product shipment registered on the SABER portal and having a valid Product Conformity Certificate (PCoC), it is mandatory to obtain a Shipment Certificate (SCoC). This document verifies that your product belongs to a specific shipment and matches the information stated on the invoice. Without the SCoC, the product will not be accepted by Saudi Arabian customs. The shipment certificate is requested by the portal user (importer or exporter representative) in the SABER system by entering the invoice information for that shipment. Certplus verifies the PCoC certificate previously issued by your product and approves the shipment certificate through the SABER system. This process can usually be completed on the same day, but delays may occur in cases of missing documents, invoice mismatches or registration errors.
🚛 Reminder: A separate Shipment Certificate of Conformity (SCoC) must be obtained for each shipment. Even if a valid PCoC exists, products cannot clear customs without an SCoC.
