Pre-Export Verification of Conformity (PVoC)
The Pre-Export Conformity Verification Program (PVoC), conducted by the Kenya Bureau of Standards (KEBS), requires that products to be imported into Kenya be pre-assessed for quality, safety, and legal compliance.
Under this program, products destined for Kenya must be certified by a monitoring agency to comply with established technical regulations and KEBS standards before shipment.
Without a Certificate of Conformity (CoC), which is issued separately for each shipment, products cannot be processed through Kenyan customs, and significant fines may be incurred.

Kenya PVoC Process and Certification Stages
The Kenyan PVoC process is carried out under the responsibility of the exporter or manufacturer and consists of the following steps:
GTIP verification: It is determined whether the product falls within the scope of the PVoC.
Application: Product technical files, labeling, and user manuals (if applicable) are evaluated.
Test reports: Accredited test reports prepared according to KEBS standards or equivalent international standards are requested.
Physical inspection: Visual inspection is conducted before loading when necessary.
Certificate of Conformity (CoC): This is issued separately for each shipment after all inspections.
Products shipped without a CoC may be rejected at Kenyan border crossings or face high customs penalties.
