EAC (Eurasian Conformity mark)

For product exports to the Russian Federation and the Eurasian Economic Union (EAEU) countries, the relevant products must have conformity certificates bearing the EAC (Eurasian Conformity) mark. These certificates certify that the products comply with technical regulations (TR CU) and can be processed smoothly through Russian customs. For exporters, this process applies not only to Russia but also to other EU countries such as Belarus, Kazakhstan, Kyrgyzstan, and Armenia.

EAC Certificate and Technical Regulations

The EAC (Eurasian Conformity) certificate is an official certificate of conformity demonstrating the compliance of products to be sold in Eurasian Economic Union (EAEU) countries with technical regulations (TR CU - Technical Regulation of Customs Union). This certificate certifies that the products meet safety, health, environmental, and technical requirements.

There are two main methods based on the product's risk level:

EAC Certificate of Conformity (CoC): This generally applies to high-risk product groups (electrical equipment, pressure vessels, children's toys, etc.). In this case, a third-party certification body conducts inspections and issues certificates.

EAC Declaration of Conformity (DoC): For low-risk product groups, the manufacturer prepares a self-declaration; however, registration is required through a representative established in Russia/EAEU.

The following documents may be requested during the application process:

User manual and product label in Russian

Technical file (product descriptions, drawings, CE certificates, etc.)

ISO 9001 certificate (optional but recommended)

Test reports (from accredited laboratories)

Appointment of a resident representative by power of attorney

EAC Process and Preparation Before Russian Customs

The most critical step in the EAC process is ensuring that all pre-export documentation is complete and prepared in the format required by Russian customs. Product labels and user manuals must be prepared in Russian, and the EAC mark must be clearly displayed on the product. Lack of a label can result in products being held up at customs or returned.

Certificate validity periods typically range from one to five years. Long-term certificates are preferred for companies engaged in mass production, while batch-based certificates can be obtained for one-time exports.

During the certification process, some product groups may require a factory inspection. These inspections are conducted by organizations authorized by the EAEU. Certificates can only be obtained from accredited organizations within the EAEU region; CE certificates originating from the EU are not directly valid.
